PROPOSITION B
Proposed by the 89th General Assembly
(Second Regular Session)
SS HCS HB 1891

Shall sheriffs, or in the case of St. Louis County, the chief of police, be required to issue permits to carry concealed firearms to citizens who apply if various statutory requirements are satisfied?
Because of the discretion given to local law enforcement to verify the accuracy of applications, the costs are uncertain. Application fees are estimated to cover most costs for the first three years. Subsequently, local governments, as a whole, may incur costs from $500,000 to $1,000,000 annually, not covered by fees.

QUESTION

Shall Public Water Supply District No. 2 of Cape Girardeau County, Missouri, issue its waterworks revenue bonds in a principal amount of up to $1,500,000 for the purpose of drilling a well, constructing a storage tower and laying water mains in the Burfordville-Gravel Hill area, the cost of operation and maintenance of said system and the principal of and interest on said revenue bonds to be payable solely from the revenues derived by the District from the operation of its waterworks system, including all future extensions and improvements thereto?

The authorization of the bonds will authorize the District to fix, establish, maintain and collect rates and charges for the services provided by the District through its waterworks system, including all extensions and improvements thereto hereafter constructed or acquired by the District, in addition to the other rates and charges for such services provided by law, as will produce income and revenues sufficient to provide funds to pay the costs of operation and maintenance of said waterworks system and the principal of and interest on said bonds as they become due and to retire the same within thirty-five years from the date thereof, and to provide for the establishment of reasonable reserves therefor.
